John C. Maxwell, a leadership author and former pastor, popularized the maxim “Leadership is influence” as a foundational definition in his teaching and writing from the 1990s onward. The line is closely associated with his “laws” and principles-based approach to leadership development, aimed at business, nonprofit, and church audiences. Maxwell uses it to shift attention away from titles, rank, or formal authority and toward the practical reality of how leaders affect others’ choices and behavior. It commonly appears in his seminars and in his books as an opening premise for discussing how influence is earned through trust, relationships, competence, and character.

The statement reduces leadership to its operative core: the capacity to shape outcomes through affecting people. By defining leadership as influence, Maxwell implies that leadership is not a position one holds but a relational force one exercises—sometimes without any official power. The definition also carries a moral and practical challenge: because influence can be used well or badly, leadership requires responsibility, self-awareness, and ethical restraint.
